THE RENT CONTROL REFORM ACT of 2006:
The Rent Control Reform Act of 2006 mandated major reforms in the Rent Control laws; it limits rent increases on vacant units to 30 percent increases in all rent controlled buildings; allows rent increases of the cost-of-living increase plus 2 percent; established the Office of the Tenant Advocate (OTA); and clarfiied that tenants have the right to organize and to meet in their buildings, and to post tenant association and other tenant-pertinent materials in the public areas of their buildings, even subjecting landlords to heavy fines for interference with such.
